HMRC's eInvoicing consultation: A pivotal move for UK businesses

The UK’s HMRC and the Department for Business & Trade have launched a 12-week public consultation – running from February 13 to May 7, 2025 – to gather industry insights on introducing standardised eInvoicing for both Business-to-Government (B2G) and Business-to-Business (B2B) transactions.

This consultation seeks to address several key areas:

  • Model selection:
    Exploring centralised vs. decentralised eInvoicing models (e.g., 4-corner vs. 5-corner models).

  • Implementation timelines:
    Determining the necessary lead time for businesses to adopt the new standards.

  • Awareness and adoption:
    Understanding the current state of eInvoicing awareness and exploring strategies to increase uptake.

  • VAT compliance:
    Assessing how eInvoicing could streamline VAT reporting, potentially enabling pre-filled VAT returns.

The consultation period will run until May 7, 2025, after which HMRC will review submissions and develop a proposed framework. Here’s the anticipated timeline:

  • June – October 2025: Framework development based on industry feedback.

  • November 2025: Proposed eInvoicing regulations announced in the Autumn Budget.

  • 2026–2029: Technical development, testing, and pilot programs.

  • 2030: Potential full mandate rollout across UK businesses.
